No, shiny Arrokuda and shiny Barraskewda are not in Pokémon Go. Matters will change in the future as most shiny forms are released at a later date compared to when Pokémon are originally released in Pokémon Go. While shiny Arrokuda and shiny Barraskewda do look good, it's nothing really to write home about. The brown tones of their scales are now either a nice blue or grey shading depending on where the scales lie on their body. These aren't the most creative shiny forms, but they do fit a pair of fish.
