While this is a highly subjective matter, personally, I think the Japanese voice-over language option is better suited for Beast of Reincarnation, though there are some advantages to choosing English. Beast of Reincarnation features lots of cutscenes, and as someone who studied Japanese in university and still understands a bit of it, I personally believe almost all of the cutscenes sound more natural in the game's native Japanese.
