First things first, Norbert is a doppelganger in Shift at Midnight. Like other customers, he will give an ID for you to scan, but the system quickly gives him away with a “Fake ID. Scan Unsuccessful” message. He’s also listed as a doppelganger in the customer report you get after completing your shift. Norbert first appeared for me during the third shift, but his visits after that seemed completely random. When the gnome entered my shop, he spent quite a while wandering through the aisles.
